After waiting two years, I finally succeeded in getting IRCC to disclose the reason for the suspension of the Youth Mobility Arrangement between Canada and Ukraine through an Access to Information and Personal Information request submitted online in April 2022. The Ukraine suspension applies to the IRCC Recognized Organization (RO) IEC program too. In relevant part:
“The YMA between Canada and Ukraine was signed in 2010 and implemented in 2011. Approximately 215 Ukrainian youth participated under this YMA; however, no Canadians participated, as it was not implemented in Ukraine. Although this resulted in the temporary suspension of the YMA since 2014, Canada continues to work with Ukraine to identify and address these issues. This includes exploring a treaty to supersede domestic Ukrainian legislation.”
